Here are the steps to report CPU metrics of the VM under Azure Dashboard

Select Diagnostic Settings of the Virtual Machine 

Enable Guest level Monitoring 

Create a Dashboard to monitor the metrics from Azure Portal’s main menu 

Add Metrics to the Dashboard Create a custom dashboard > Add Metrics Chart > Save Dashboard > Select ‘Edit in Metrics’ > Select the VM and Apply in dashboard > Select the required Metrics > ‘Select ‘Save to Dashboard’ > Select Auto Refresh interval preferred
